FOR THE DEVELOPMENT OF A TRAINING PACKAGE FOR ORGANIZATIONS OF PERSONS WITH
DISABILITIES AND GROUPS OF PEOPLE WITH ALBINISM ON THE PROJECT – OUT OF THE SHADOWS FOR
GOOD: AN END TO THE MURDER, MUTILATION AND EXCLUSION OF CHILDREN AND ADULTS WITH
ALBINISM IN ZAMBIA.

1. Introduction
Cheshire Homes Society of Zambia (CHSZ), along with the Africa Albinism Network (AAN) and other local
partners, is implementing the project “Out of the Shadows for Good: Ending the murder, mutilation, and
exclusion of children and adults with albinism in Zambia” funded by the Dutch Postcode Lottery through
Liliane Foundation (LF). The project will be implemented in 4 provinces of Zambia which are Muchinga,
Northern, Luapula and Eastern provinces.
a. Background to the Albinism project “Out of the Shadows for Good.”
The albinism project will run for 3 years (June 2024 – May 2027) and is aimed at improving the quality of
life of all children and adults with albinism in Zambia in the project areas through access to health care,
education and safety.
The project will be working on national, provincial and community levels to drive change and improve
access to justice for persons with albinism. It will focus on direct support to persons with albinism and
lobby and advocacy to improve access to services provision among the service providers which will be
contributing to achieving the sustainable development goals as the project responds to human rights
violations, including inadequate access to health services and related barriers. Key strategies of the project
include advocacy, learning, and sharing innovations to protect the rights of persons with albinism. In
addition, strengthening organizations of persons with albinism, organizations of persons with disabilities,
civil society organizations, and social movements. All of these are crucial to achieving the project’s
objectives.
Albinism is a rare genetic condition marked by reduced or absent melanin, leading to little or no
pigmentation in the eyes, hair, and skin.
The inclusion and empowerment of Persons with Albinism (PwAs), including People with Disabilities in
general (PWD), remain critical for achieving equitable and sustainable development. Organizations of
Persons with Disabilities (OPDs) and groups representing People with Albinism play a vital role in
advocating for their rights, enhancing social inclusion, and influencing policies that impact their lives.
However, many of these organizations require capacity building in various key areas to effectively fulfil
their mandates.
To address these capacity gaps, a comprehensive training package will be developed to equip OPDs and
PWA groups with essential skills and knowledge in governance and leadership, advocacy and policy
influence, education and health services support, legal support and accountability, community
engagement and social inclusion, and monitoring.

2. Objectives of the Assignment
The overall objective of this assignment is to develop a comprehensive training package that
strengthens the capacities of OPDs and PWA groups in:
• Governance and Leadership – Enhancing organizational structures, decision-making processes,
and strategic planning.
• Advocacy and Policy Influence – Strengthening capacities to advocate for the rights of PwDs
and PWA in policy and legal frameworks.
• Education and Health Services Support – Equipping organizations with knowledge to support
access to inclusive education and health services.
• Legal Support and Accountability – Enhancing understanding of human rights, legal protections,
and mechanisms for accountability.
• Community Engagement and Social Inclusion – Building skills for effective community
participation and fostering inclusive societies.
• Monitoring and Evaluation – Strengthening capacities in tracking progress, assessing impact,
and ensuring sustainability of interventions.
3. Scope of Work
The consultant(s) or organization contracted for this assignment will be responsible for:
1. Conducting a needs assessment to identify specific capacity gaps among OPDs and PWA groups.
2. Developing a user-friendly and contextually relevant training package tailored to the needs of
these groups.
3. Designing training modules, toolkits, and facilitation guides covering the thematic areas listed
above.
4. Validating the training package through stakeholder consultations, including OPDs, PWA groups,
and relevant partners.
5. Providing recommendations for implementation, including training methodologies and
sustainability strategies.
4. Deliverables
The consultant(s) will be expected to produce the following outputs:
1. Inception Report – Outlining the methodology, work plan, and timeline.
2. Needs Assessment Report – Summary of findings from stakeholder consultations and gap
analysis.
3. Comprehensive Training Package – Including training modules, facilitator guides, and resource
materials.
4. Validation Report – Documenting feedback from stakeholders and revisions made to the
package.
5. Final Training Package – A refined and ready-to-use set of materials for capacity-building
training.
5. Duration and Timeline
The assignment is expected to take 30 working days, starting from 15th March 2025 and concluding by
15th April 2025. A detailed timeline will be agreed upon with the selected consultant(s).

6. Qualifications and Experience
The consultant(s) or organization should have:
• Proven experience in developing training materials for OPDs, PWA groups, or other marginalized
communities.
• Expertise in governance, advocacy, disability rights, legal frameworks, and social inclusion.
• Strong facilitation and stakeholder engagement skills.
• Demonstrated experience in conducting needs assessments and developing capacity-building
programs.
• Knowledge of the policy and legal environment concerning PwDs and PWA.
7. Ethical Considerations
The consultant(s) must adhere to ethical standards, ensuring the participation and voices of PwDs and
PWA are respected and incorporated throughout the process
8. Consultancy Fee and Payment Terms
The consultant will be paid depending on experience and agreed-upon modalities with CHSZ. The
payment schedule will be discussed and agreed upon with a successful consultant. The consultant will
be offered a fixed-price contract to include all the activities and deliverables listed above. CHSZ shall pay
the consultant in the following stages:
40% as a commitment fee – to commence the process
60% on submission of the final report
